About Us
The Chambers of Anthony Francis Neoh, QC, SC, JP is a boutique set of Chambers comprising five senior independent practitioners who work in a collegial manner supporting each other with their respective expertise and experience. All five members are fully bilingual and can operate in English, Cantonese and Mandarin in their respective areas of professional practice.
Anthony Neoh, QC, SC, who continues to be the Head of Chambers, began practice at the Bar in 1980 after a distinguished career in the Hong Kong Civil Service. He was a senior member of the Management of the ICAC during its formative years. In 1984, he also qualified for the California Bar. He took silk in 1990. In 1991, he was a Deputy Judge of the High Court. After 5 years in silk, he returned to full-time public service in 1995 as Chairman of the Hong Kong Securities and Futures Commission until 1998 when he was personally invited by the then Premier Zhu Rongji to be the Chief Advisor of the China Securities Regulatory Commission where he helped build the foundations of the Chinese Mainland Capital Markets. He returned to practice in the Hong Kong Courts in 2003, acting as Leading Counsel in a wide range of public and private law cases. Mr. Neoh is also a well-known and active international commercial arbitrator and an internationally recognized expert in financial regulation and risk management.
Miss Teresa Cheng, SC served Hong Kong and our Country with distinction as the Secretary of Justice between 2018 and 2022. She is internationally recognized as one of the foremost international arbitration practitioners of her generation.
Miss Barbara Wong has upwards of 20 years in practice. Miss Wong has a mixed practice, leaning towards commercial litigation and arbitration but is also active in criminal advocacy, particularly commercial crime. She was a Deputy District Judge in 2019 and 2020.
Mr. Timmy Yip also has upwards of 20 years of experience in practice. He has a mixed practice leaning towards criminal advocacy but he also has an active civil practice, particularly in personal injury litigation. He had been a Temporary Magistrate and acted as Coroner’s Officer in some of the most high profile Coroners’ Inquiries of recent years.
Mr. Henry Yuen commenced practice in the 1970’s after setting up the Hong Kong Society for Certified Accountants as its first Registrar. He left the Bar in the early 1980’s, returning in 2009 after a long and successful business career interspersed with meritorious public service. Mr. Yuen’s forte is in commercial and family mediation as to which, given his long experience in business and government, he is particularly suited.
